Senegal presents an important study country for several reasons. It is a leading West African economy with a relatively strong publishing sector, including the work of CODESRIA, the Council for the Development of Social Science Research in Africa. An NGO establisheed in 1973 and based in the Senegalese capital Dakar, CODESRIA is a leading research organisation and is also active in hard-copy and online book and journal publishing.
As well, intellectual property law reform is, at present, a prominent policy item in Senegal. A new intellectual property law was passed in 2008, and this law, among other things, includes a "TRIPs-plus" standard copyright term of the life of the author plus 70 years. This term, which exceeds by 20 years the minimum term (50 years) mandated by the WTO TRIPs Agreement, is believed to be the result of lobbying from local creative workers (particularly musciians) and a protectionist drive, supported by the developed world, within the regional ARIPO intellectual property organisation of which Senegal and several other Francophone African states are members.
The protectionist drive of the law was made clear by Culture Minister Birame Diouf, was quoted in April 2007 as saying that one of the objects of the new law would be to establish national unit to tackle piracy and counterfeiting (AngolaPress, 2007).
